**Population Growth** is measured on a province level, divided between [[Rural Population]] and [[Urban Population]].

Each population's Population Growth is equal to its [[Birth Rate]] minus its [[Death Rate]].

Positive Population Growth is subject to [[Migration]] and may not effect the local population level.

Negative Population Growth always effects the local population level.
